House Passes Concealed Carry Reciprocity

We'd like to see significantly tighter gun controls on the federal level, but that's something legislators clearly lack the courage to accomplish.

The new bill will allow people with a state-issued concealed carry license in Montana to carry in other states.

Two things need to be noted here.

Congressman Jim Banks released the following statement after voting for the Concealed Carry Reciprocity Act: "Protecting the constitutionally-guaranteed Second Amendment rights of Hoosiers is one of my top legislative priorities".

Concealed carry permit-holders - and residents of the dozen states that allow permitless concealed carry - would still be subject to any state or local laws that prohibit or restrict the carry of a gun in a school or a designated zone around it. "This bill, will allow a law-abiding citizen to carry concealed gun only if they are not federally prohibited from possessing or receiving a firearm". "We now call on the Senate to take up and pass this critical legislation".

The bill was linked with legislation to improve the national background check system for gun purchases, a measure that has rare bipartisan consensus.


Under the broad strokes of the House-passed Concealed Carry Reciprocity Act, having a concealed-carry permit issued by one state makes it legal to carry in any state.

"This bill would undermine the hard work that dedicated activists, community organizations, and legislators like myself are doing locally to combat gun violence", wrote City Councilmember Jumaane Williams (D-45) in a statement condemning the decision.

Should reciprocity sweep Congress and be signed into law by President Donald Trump, both the Everytown group and Giffords have promised to meet the federal government in court over the expansion, using the argument that it would violate states' rights protected by the Constitution.

Opponents said if the bill becomes law, it would infringe on NY strong gun control laws, called the SAFE Act, which were put on the books in 2013 following the school shootings in Newtown, Connecticut.

In a tweet sent last night, Governor Andrew Cuomo blasted the measure, saying that it would allow people convicted of violent misdemeanors out-of-state to carry hidden weapons into NY. What's more, NY is one of only a handful of states that don't honor hide carry permits from any other states.
