Obama: Cities, states new climate change leaders

Obama expected to address mayors' summit on climate change

Emanuel and other Democratic mayors are forging their own policies on climate in the wake of the Trump Administration pulling out of the Paris Agreement to cut greenhouse emissions.

Former President Barack Obama will speak to dozens of mayors and leaders from around the world Tuesday as they prepare to sign what's being called a "first-of-its-kind worldwide agreement on climate change" in Chicago.

In Chicago, Emanuel says the city is already about 40% toward meeting its 2025 goals. "And what that tells us is that climate is changing faster than our efforts to address it".

Despite Trump's unwillingness to participate until the agreement is renegotiated, individual American companies - along with USA states and cities - have stepped up their commitment to the deal. He only said that the current administration's decision was "difficult to defend".

Former New York Mayor Michael Bloomberg said that with or without USA participation, the world will continue moving forward towards the Paris goals.

Chicago Mayor Rahm Emanuel, (center) with other mayors from the U.S., Mexico and Canada at the summit, says, "There is an absence of leadership out of Washington" on climate change.

Former U.S. President Barack Obama is expected to address the gathering of mayors from around the globe to discuss climate change.

It has until 2020 to adopt the Paris climate agreement and act in accordance with the objectives of the treaty.

The need for greater cooperation among cities is evident by the environmental challenges they face, Steve Adler (D), mayor of Austin, Texas, said during the charter's signing ceremony.

Mayors from cities in Mexico and Canada joined their USA counterparts in committing to reducing carbon emissions. "We're on that path and we know our American sisters and brothers are".

Nevertheless, Obama suggested tough environmental policies are not "job killing" as President Donald Trump argued during his roll-back of Obama-era regulations early this year.

Without mentioning Trump by name, Emanuel, a former White House chief of staff to Obama, said Trump is in denial on climate change but shouldn't ignore science. Trump has said the terms of the agreement should be more favourable to businesses and taxpayers. Nevertheless, in May 2017, Iran unveiled the National Strategic Plan on Climate Change, which outlines the role of every government sector in reducing Iran's carbon emissions and measures to mitigate the impacts of a warming planet on various sectors, including health and agriculture.
