The three countries wanted to renegotiate the deal before the end of the year.

"Frankly, I am surprised and disappointed by the resistance to change by our negotiating partners on both fronts", Lighthizer said. It also rejected the Trump administration's suggestion that the trade agreement should be up for renewal every five years.

But uncertainty reigned at the end of the talks with a gloom dominating the negotiations with Mexico and Canada this time around after US trade officials proposed several provisions that both countries considered nonstarters. The U.S. also proposed that half of the parts that come from North America must originate from the United States.

"Simply put, we can not afford for the United States to abandon free trade", Hun Quach, the group's head of trade policy, said in an emailed statement.

U.S. Chamber of Commerce President Tom Donohue said in a speech recently that the Trump administration's proposals are "unnecessary and unacceptable".


The next round of talks will take place in November in Mexico.

Lighthizer said he thought by now the sides would've agreed to issues including digital trade, telecommunications and anticorruption, and there's no indication of changes that would result in a reduction of the US trade deficit.

Those questioning the White House's approach to the trade talks, including business and agriculture groups, have said leaving NAFTA would cause serious damage to the USA economy because the three countries are now so integrated. Canada and Mexico won't stand for it. Since it was implemented, Mexico's unemployment has risen and the deal put about two million small-scale Mexican farmers out of business, forcing many of them to migrate to the United States looking for work.

"If we do that it's a whole new ballgame going forward and I think there are ways to do that if we have something balanced", he said.

Over the a year ago, Mexico has aggressively pursued new or updated trade deals with other countries, seeking new markets for its exports and new partners for imports.
