UN Security Council adopts new sanctions against North Korea

But it caps Pyongyang's imports of crude oil at the level of the last 12 months, and it limits the import of refined petroleum products to 2 million barrels a year.

Specifically, this resolution will result in a 30% decrease in total oil imports by cutting off over 55% of refined petroleum products going to North Korea, the USA official told CNN.

The Associated Press reports U.S. Ambassador to the U.N. Nikki Haley said North Korea and Kim Jong Un's actions in 2017 have shown they are "begging for war". "We are now acting to stop it from having the ability to continue doing the wrong thing", she said.

With past North Korean issues, the United States normally conducted back-channel negotiations with China and began distributing a draft resolution to Security Council member states following an agreement between the United States and China, which are both permanent members of the council.

After its late-August missile launch over US ally Japan, President Donald Trump said "all options are on the table" when it comes to any response.

Before the vote, the USA removed some of the tougher proposals it had announced last week, including a complete oil embargo and measures to freeze the assets of the North Korean leader, Kim Jong Un.

Instead, annual crude oil supplies are capped at current levels - China is believed to supply around four million barrels a year through a pipeline, while deliveries of refined oil products such as gasoline and diesel are limited to two million barrels a year. China is the largest supplier of crude oil to the North.

"However, she said the United States was not looking for war with North Korea and that Pyongyang had not yet passed the point of no return".

The new draft imposes a full ban on textile exports, a biting new sanction that some diplomats fear may lead to an abstention by China.

It also revealed how Russian Federation is developing the capacity to play spoiler to U.S. plans to increase pressure on North Korea.

The textile ban is significant.


North Korean textile exports in 2016 totaled $752.5 million, accounting for about one-fourth of its total $3 billion in merchandise exports, according to South Korean government figures.

Still, Monday's 15-0 U.N. Security Council vote - for increased restrictions on oil and money not quite as tough as originally proposed by the USA - was an important display of global angst regarding North Korea's recently aggressive missile tests.

That would shave off roughly 10 percent of what North Korea now gets from China, according to the US Energy Information Agency. The North Korean regime has not passed the point of no return ...

Kim would be spared from a United Nations blacklist that would have hit him with an assets freeze and a travel ban and punished him directly for the country's military drive. For these reasons, a diplomatic solution is preferred.

In June, the Treasury Department cut off the Bank of Dandong, a lender on the Chinese border with North Korea, from the USA financial system and blacklisted Dalian Global Unity Shipping Co. for their ties with North Korea's weapons programs. The new resolution drops sanctions on the airline and army and would only add the Central Military Commission of the Workers' Party of Korea and the party's powerful Organization and Guidance Department and its Propaganda and Agitation Department to the sanctions blacklist. Secretary of State Rex Tillerson is certainly keeping the door open to diplomacy, but he's focused on this sanctions track for now - the pressure side - so that if talks eventually get going, the US will go into it with some more leverage. Washington wants the Security Council to vote tomorrow to impose the sanctions, despite resistance from Beijing and Moscow to the new measures.

"This is a compromise in order to get everybody on board", French UN Ambassador Francois Delattre said of the draft ahead of the vote.

"We don't take pleasure in further strengthening sanctions today", said Haley.

The United States and its allies had been bracing for another long-range missile launch in time for the 69th anniversary of North Korea's founding on Saturday, but no fresh provocations were spotted while the North held numerous events to mark the holiday.

North Korea is threatening war, again, should the United Nations pass the harshest sanctions yet to punish the country for its latest nuclear test. He urged Pyongyang to take "concrete action" toward denuclearization.

In case the US eventually does rig up the illegal and unlawful "resolution" on harsher sanctions, the DPRK shall make absolutely sure that the USA pays due price.

"Committed to this stance, China will participate in the discussion in the Security Council in a responsible and constructive manner".
