Brussels candidate to host two European agencies now based in London

The regulators will be leaving their current base in London as part of the Brexit process

The Council of the European Union said Tuesday that it has received requests from 23 European cities to host two agencies now based in Britain - the European Medicines Agency and the European Banking Authority. Competition is likely to be intense with the medicines agency employing 900 people and the banking agency having 159 staff.

The 27 States remaining in the European Union after the departure of the United Kingdom had until Monday at midnight to submit a single application for each agency.

The European Commission will assess the entries based on the quality of office space, job opportunities for spouses, good "European-oriented" schooling and transport links.

The assessment of the offers will be published by the European Commission by September 30.

Around 20 cities, including Dublin, Frankfurt, Luxembourg, Paris, and Prague, are understood to be keen to host the agencies.

Milan, Copenhagen, Athens, Amsterdam and Barcelona are among the candidates to host the agency, with Milan seen as a possible front-runner.


Amid the rivalry to host the EMA, the Netherlands, Ireland and Denmark have hosted events in Brussels to promote their bids The number of states vying for the EMA is reckoned to be 21.

The victor will be selected using a complicated points system that officials have compared to the Eurovision song contest.

Six countries are after both agencies, which must leave London because of Brexit.

Four member States have made the choice to propose only one city for the two agencies: Belgium, Ireland, Austria, and Poland, who have proposed their respective capitals. Yesterday was the final day for official candidacies to be submitted to the European Council.

That includes €15m towards the cost of fit-out/rent of the selected premises in the first year, 2019, when Britain exits the European Union.

Banks are now planning for a worst-case scenario in which they lose access to the European single market once Britain leaves the bloc in 2019, as they say they do not have time to wait to see how Britain's talks with Brussels unfold.
