Lawmakers Adjourn 3rd Day of Special Session

Rauner'holding judgment on ACA repeal

The House and Senate met briefly Friday.

Democrats for almost two months have held off on sending an evidence-based school funding bill to Republican Gov. Bruce Rauner because he's pledged-through an amendatory veto-to strip money for Chicago Public Schools that he has declared a "bailout". "House Democrats are committed to passing school funding reform and we will continue working across the aisle to ensure our schools are able to open on time, despite the governor's political games".

"I still think that the overall challenge is that we don't know what we want to negotiate or what he wants to negotiate, so now that fact that he has indicated that he has a Republican team that's willing to negotiate what I hope is that they now know what the issues are, so we can start a dialogue." he said.

"First and foremost, it is the honest belief of House Democrats that Governor Rauner should sign the education funding reform bill now on his desk". By then, "there's going to be a lot of other districts ready to go under". Rauner wants to make changes to the bill. "Let's hear what it is that Democrats are willing to help resolve the impasse and resolve school funding", said Barickman, a Bloomington Republican and key negotiator on the school funding bill, during Thursday's press conference. Now, Gov. Rauner is threatening to veto our bipartisan reform measure because the broken status quo works just fine for him and his wealthy friends. Cullerton says he's held onto the bill pending a conversation, "Because of the mental state of the governor - he's had a bad month". "Both chambers of the General Assembly have passed legislation, Senate Bill 1, that would transition the distribution to an evidence based model".

Cullerton says he's been trying to meet with Rauner to discuss the issue.

Day 2 of the current special session produced a new metaphor, but no progress.
