US would consider no-fly zone in Syria if Russia agrees

"The United States is prepared to explore the possibility of establishing with Russian Federation joint mechanisms for ensuring stability, including no-fly zones, on the ground cease-fire observers, and coordinated delivery of humanitarian assistance", said Tillerson.

He said the US-Russia co-operation would create stability in Syria as US-backed forces continue their assault on the Islamic State group.

Tillerson said Washington and Moscow had "unresolved" differences on several issues but "have the potential to appropriately coordinate in Syria in order to produce stability and serve our mutual security interests". Tillerson added that Russian Federation has "an obligation to prevent any further use of chemical weapons of any kind by the Assad regime".

The issue is expected to be discussed during the first meeting between Russian President Vladimir Putin and his US counterpart Donald Trump at the G20 summit this week in northern German city of Hamburg.

The ramping up of rhetoric between the two forces - both ostensibly USA allies - could potentially undermine the significant gains the YPG has enjoyed against the so-called Islamic State (ISIS) in northern Syria as the main operator in the US -backed SDF (Syria Democratic Forces).


The Syrian regime has carried out a number of deadly chemical attacks in areas besieged by anti-Assad rebel groups.

Pifer said he hopes Trump and Putin "take a look at the range of issues, but follow the approach that Tillerson laid out".

Trump frequently floated the idea of working with Russian Federation in Syria during the 2016 campaign, but little has changed on the ground since he took office.

Russia's proposal may well be the only path to a negotiated settlement between the regime of Syrian leader Bashar al-Assad and the Sunni Arab opposition, but the safe zones are far from ready for the return of refugees. "No one is questioning Russia's participation, so we've addressed all the Central Intelligence Agency countries with the suggestion to consider sending, within reasonable limits, contingents to jointly monitor the situation".

Meanwhile on the ground in Syria the battle to recapture the city of Raqqa from self-styled Islamic State is continuing. "How much skin in the game do the Americans have?" said Steven Pifer, a former US ambassador to Ukraine and foreign service diplomat in Moscow.
