Kate's Law, named for the San Francisco woman shot and killed by a Mexican man who had illegally re-entered the US multiple times, increases the criminal penalties for people who come back to the country after being deported. By a vote of 257-167, the chamber also passed "Kate's law" to increase penalties for illegal immigrants who return to the United States.

As Stephen Dinan of the Washington Times noted this week, "federal judges remain major stumbling blocks to (Trump's) aggressive immigration plans, with courts from California to MI and Atlanta limiting his crackdown on sanctuary cities and stopping him from deporting illegal immigrants he has targeted for removal".

Kate's Law was heavily supported by then Fox News Anchor Bill O'Reilly who often called for a bi-partisan effort to pass the bill.

The House passed legislation on Thursday to crack down on illegal immigration and enact a key priority of President Trump's known as "Kate's Law". It would also reduce funding to cities which limit the number of illegal immigrants they turn over the authorities.

"The practices of these jurisdictions are not only contrary to sound policy; they're contrary to the law enforcement cooperation that is carried out every day in our country and is essential to public safety", he wrote.

He's ratcheting up the heat on the Obama-appointed holdovers in lower courts and their local political allies who stymie his efforts to stanch the flow of illegals across US borders and to deport those who come here and commit serious crimes.

The No Sanctuary for Criminals Act would require cities to comply with federal immigration authorities - such as U.S. Customs and Immigration - or face a cutoff of federal law enforcement funds. The city continues to refuse to cooperate with federal immigration authorities. He is hailing passage of the House bills and urging the Senate to act "save American lives".

But Lorella Praeli, the director of immigration policy at the American Civil Liberties Union, criticized the bills, saying they were "riddled with constitutional violations that completely disregard the civil and human rights of immigrants".

Barletta worked with leadership to bring the bills to the House for a vote. A separate measure would stiffen punishments for people who re-enter the USA illegally. The legislation is named after Kate Steinle, a woman who was fatally shot in San Francisco in 2015.

"You lost people that you love because our government refused to enforce our nation's immigration laws and that's including the existing immigration laws", Trump told more than a dozen people gathered in the White House Cabinet Room.

A Senate version of the bill failed to pass in 2016.

Sarah and Grant's law would ensure that illegal immigrants who have been charged with a serious crime remain in detention during their deportation proceedings.

"By flagrantly disregarding the rule of law, sanctuary cities are putting lives at risk, and we can not tolerate that", Ryan said.

"You know, when you look at the legislation you look at the penalties that are in place - you've got penalties that are a maximum 10 or 20 or 25 years for people that have committed felonies that have come into the country, and they are re-entering for the third time", Blackburn said.
