Air strike on IS prison in Syria 'kills dozens'

Islamic State prisoners who were pardoned by a council that is expected to govern Raqqa once the group is dislodged from the Syrian city stand in Ain Issa village north of Raqqa

Islamic State is believed to have moved most of its leaders to al-Mayadeen in Syria's Euphrates Valley, south-east of the group's besieged capital Raqqa, two U.S. intelligence officials have said.

In April, President Trump ordered a cruise missile strike in response to what Washington claimed was a gas attack carried out by Assad's forces that killed almost 90 people.

The strip of the Euphrates River Valley that runs through northeastern Syria has turned into one of the last Islamic State redoubts following the group's near-defeat in the Iraqi city of Mosul and the US -led operation to encircle its stronghold in Raqqa.

"(If) Mr. Assad conducts another mass murder attack using chemical weapons, he and his military will pay a heavy price", Spicer warned.

Monday's strikes hit an IS-run jail in Syria's Mayadeen at dawn, according to the Syrian Observatory for Human Rights, a Britain-based war monitor.

"If we are responsible for any civilian casualties we come forth and admit it", he said.

He says the prison was the former home of leader for the Al-Qaeda-affiliated group that was once known as the Nusra Front but has now rebranded to become Jabhat Fateh al-Sham. If the conditions that provided fertile ground for ISIS to usurp territory in Iraq and Syria in 2014 do not improve for the local population, ISIS' anti-Western/anti-Shi'ite narratives will likely retain their appeal among Iraqi and Syrian Sunnis who find themselves increasingly vulnerable to the forces fighting ISIS.

Most of Deir Ezzor province is controlled by the jihadists and it has been the target of air strikes by both the coalition and the Syrian army and its Russian ally.

April's attack on the rebel-held town of Khan Sheikhun was reported to have killed at least 87 people, including many children, and images of the dead and of suffering victims provoked global outrage.

The White House offered no details on what prompted the warning.
