The bomb used in the attack appeared to contain carefully packed shrapnel and have a powerful charge, according to leaked photographs from the investigation published by the New York Times on Wednesday.

Home Secretary Amber Rudd, who said Abedi had been known to British security officials, complained Wednesday about US officials leaking sensitive information about Abedi to the media, saying that could hinder Britain's security services and police.

The BBC first reported that a decision was made to temporarily freeze disclosing details about the case with USA authorities. Abedi's sister, Jomana Abedi, told the Wall Street Journal she believes her brother was motivated by bombing raids conducted in Syria by the USA -led coalition fighting the Islamic State.

Police on Thursday continued to raid locations across the city, convinced the bombmaker could still be on the loose.

"This is due to the fact that the government of Great Britain has raised the level of the terrorist threat in the country to the maximum possible", it said.

Her comments came as security was being tightened and police were investigating a "network" over the attack, which was carried out at the Manchester Arena on Monday evening. A general election for the United Kingdom is also scheduled for June 8.

The Independence Party, which led Britain's controversial break from the European Union, promptly cited terrorism in slamming May's Conservative Party.

Queen Elizabeth visited the Royal Manchester Children's Hospital, where some of the casualties have been treated.

Other Manchester connections under investigation, the officials said, include a 50-year-old former Guantanamo Bay detainee, Ronald Fiddler, also known as Jamal al-Harith.
