Syrian Foreign Minister Walid Muallem said on Monday his country would reject any role by the United Nations in monitoring "de-escalation" zones.

"We do not accept a role for the United Nations or global forces to monitor the agreement", said Moallem, adding that "the Syrian army will be prepared to respond in a decisive manner" should there be violations of this decree.

"There have been some outcomes which we find extremely potentially promising", de Mistura said, referring to the ceasefire and de-escalation zones memorandum signed by guarantors Russia, Turkey and Iran in the Kazakh capital. The memorandum, a copy of which was published on the website of the Russian foreign ministry, says that the war against ISIS and al-Qaeda-linked groups that are omnipresent in rebel-held areas will continue, even in the safe areas designated in four key parts of the country.
