Trump team to debate future of Paris agreement

The marketplace may essentially nullify the Paris climate agreement and render it completely pointless, but the Trump administration is still weighing their options.

White House press secretary Sean Spicer said last month that Trump would decide a course of action on Paris by the Group of Seven meeting in late May.

Top White House officials will meet next week to discuss America's future in the Paris climate change agreement, according to a new report.

On the other side are senior adviser Stephen Bannon and Environmental Protection Agency Administrator Scott Pruitt, who on Friday said "we need to exit" the pact. And the Trump administration has already paused an Obama-era rule that aimed to limit the dumping of toxic metals produced by power plants into the nation's waterways. Now that the agreement has entered into force, it takes three years under its terms for a party to withdraw, followed by a one-year waiting period - a length roughly equal to Trump's first term in office.

At the White House Tuesday senior administration officials, including Pruitt, Tillerson, Kushner and Bannon, will be going over the pros and cons of staying in Paris. But it seems unlikely that the debate could lead to a compromise in which the US stays in the Paris agreement while reducing its commitment to cut greenhouse gas emissions.


Chevron Corp. Chief Executive Officer John Watson said in a Columbia University Center on Global Energy Policy podcast that more needs to be known about how the Paris accord will translate into policy under Trump. And energy ministers from G-7 nations earlier this month took the unusual step of declining to issue a joint statement endorsing the Paris agreement after the US balked.

"The past administration said we had to choose between the environment and job growth".

McKenna said a carbon tax seemed to be the only possible change to the U.S.'s commitments that would make them more ambitious and could also be construed as better for the economy.

Pruitt's comments increase the likelihood the US will pull out of the agreement, which requires governments to present national plans to reduce emissions to limit global temperature rise, as well as regularly report on their progress. Any diplomatic blowback from global allies would be short-lived, argues Chris Horner, a senior legal fellow with the Energy and Environment Legal Institute.

The agreement's text specifically allows a country to adjust its greenhouse gas targets if it is "enhancing its level of ambition", but not to reduce promises. That approach has won the endorsement of several major coal companies.
