North Dakota House committee approves medical marijuana bill

The House's version of the bill adds terminal illnesses to the list of debilitating conditions under which a patient could qualify for medical marijuana use, while cancer, post-traumatic stress disorder, Crohn's disease and others were already included in the bill.

"I think we've done it in a very careful and cautious manner", Shott said after the vote.

"If you would like to have some bipartisan support on this bill, then we would like to have a little bipartisan input on this bill", she told the state Senate, which is controlled by Republicans.

North Dakota's House has approved a comprehensive measure that regulates the state's voter-approved medical marijuana initiative.

Under Amendment 2, the state must have implementing laws in place by July.

Senate Bill 386 passed 76-24 on third reading after being revised on second reading, and now returns to the Senate.

Those who wanted to have a dispensary would have to pay a $5,000 application fee, a $25,000 permit fee and $5,000 annually to renew their permits.

"One of the problems is it takes it out of the hands of people that are low incomes and can't afford it to where they can grow their own plant and/or get a more affordable form of cannabis which would be the herbal form", Manypenny said.
