European Union summit fails to reach consensus on conclusions

All, except Poland that instead of its vote, handed the grenade to the reelected European Council president Donald Tusk after pulling the pin.

Poland also opposes the EU's plans to redistribute refugees across all member nations - a move Le Pen also strongly resists.

He added that Poland would also have to explain its refusal to sign off on the official record of the summit in protest against Tusk's reappointment, suggesting a potential new rift within the V4.

"If someone says "you're not behaving properly so you won't get the money", that's unacceptable", she told media.

Poland will not be blackmailed by Western Europeans threatening to take away millions in European Union funds for standing up for its interests, Prime Minister Beata Szydło said on Friday (10 March), a day after Warsaw was badly defeated over who chairs EU summits.

Mr Orban is a constant and vocal critic of the European Union who has defied Brussels on numerous occasions, most notably by erecting a razor wire fence to cut off the journey of migrants into Europe - beginning a domino effect which saw the suspension of the Schengen zone.

After the vote, Jaroslaw Kaczynski, the powerful head of Poland's ruling Law and Justice (PiS ) party, voiced disappointment with Orban.

The snub could be a glimpse of a future multi-speed Europe, where certain countries can group together on specific projects, although Poland denounced different speeds as a way to leave some countries behind.


"Poland will have to explain it well because it simply is not possible for one member state to veto European Council conclusions without giving specific, factual reasons", Sobotka said.

The trickiest issues to reconcile, diplomats said, could be finding common language on social issues and the possibility of extending membership to other eastern states in the Balkans.

The EU is facing a plethora of challenges, not least the imminent divorce proceedings as Britain leaves the bloc, and does not want to be caught in an institutional quagmire over the position of a leader.

The talk of a multi-speed Europe has intensified in recent months.

With a show of 27 hands that isolated Poland, Tusk still felt there was enough unity around him to go on for a second term of two and a half years.

Since the Brexit referendum in June 2016, the British government has so far refused to offer any formal reassurance to the 3.1 million European Union citizens living in the United Kingdom, insisting it could harm its effort to secure the rights of the 1.2 million British nationals estimated to be living in other European Union countries.

Michal Dziekanski, spokesman for Warsaw prosecutors, said that Mr Tusk has been summoned for questioning on Wednesday. Jacek Saryusz-Wolski had to be decided by a consensus vote?

"The day will come when the British will re-enter the boat, I hope. We will have to start following a negative policy", he continued, saying that could include "blocking" various European initiatives.
