"Poland will have to explain it well because it simply is not possible for one member state to veto European Council conclusions without giving specific, factual reasons", Sobotka said.

The trickiest issues to reconcile, diplomats said, could be finding common language on social issues and the possibility of extending membership to other eastern states in the Balkans.

The EU is facing a plethora of challenges, not least the imminent divorce proceedings as Britain leaves the bloc, and does not want to be caught in an institutional quagmire over the position of a leader.

The talk of a multi-speed Europe has intensified in recent months.

With a show of 27 hands that isolated Poland, Tusk still felt there was enough unity around him to go on for a second term of two and a half years.

Since the Brexit referendum in June 2016, the British government has so far refused to offer any formal reassurance to the 3.1 million European Union citizens living in the United Kingdom, insisting it could harm its effort to secure the rights of the 1.2 million British nationals estimated to be living in other European Union countries.

Michal Dziekanski, spokesman for Warsaw prosecutors, said that Mr Tusk has been summoned for questioning on Wednesday. Jacek Saryusz-Wolski had to be decided by a consensus vote?

"The day will come when the British will re-enter the boat, I hope. We will have to start following a negative policy", he continued, saying that could include "blocking" various European initiatives.
