Kemal Kilicdaroglu, leader of Turkey's main opposition Republican People's Party who opposes an executive presidency in Turkey, denounced as "wrong" the Dutch government's move, voicing support for sanctions against the Netherlands.
Turkey also closed off the residences of the Dutch ambassador, charge d'affaires and consul general as tensions between the North Atlantic Treaty Organisation partners escalated after the Dutch government barred Turkey's foreign minister from flying to Rotterdam.
Turkish authorities blocked the Dutch embassy and consulate as the row between the two countries over Turkey's political campaigning in Europe intensified.
The Dutch government said it did not want Turkish politicians campaigning among Turkish emigres in the Netherlands.
Mr Rutte warned in a statement that the Turkish threat of sanctions made "the search for a reasonable solution impossible".
The Turkish Minister for Family and Social Policy, Fatma Bethul Sayan Kaya, will soon arrive to Rotterdam in connection with the ban on the entry to the Netherlands of Turkish Foreign Minister, Mevlut Cavusoglu.
Rutte said in a statement published on his official Facebook page that Turkey, by calling for a massive public rally, had upset discussions under which Cavusoglu would have been allowed to enter the country.
"Ban our foreign minister from flying however much you like, but from now on, let's see how your flights will land in Turkey", he said.
